Description:

The purpose of this training is to provide small water systems in California with tools necessary to plan for financial stability-specifically structuring rates and following procedures in a way that will ensure the system is compliant with the Brown Act and California Proposition 218. Many systems’ governing bodies and management lack basic understanding of California Government Code 54950 et seq. (Brown Act) and Constitution Article XIII D, Section 6 regulations pertaining to property related fees and charges (Proposition 218).

 

This training will provide decision makers with working knowledge and emphasize tools/resources available to understand how to adhere to the Brown Act and California Proposition 218 procedures when implementing a rate adjustment.


Participants will learn:

·        The Proposition 218 process and procedural requirements

·        How to determine if their rate structure is complaint with substantive provisions

·        What constitutes a public meeting

·        The process behind holding public meetings

 

The recommended audience includes board members, general managers, financial managers, and operators.

 

Location:

This training will be hosted online on GoToTraining.

 

Scholarship & Fees:

Public Meetings & California Proposition 218 is a free training to attend.

 

Registration:

To receive contact hours for online workshops, each person must be registered with their own email address. An evaluation at the end of the training is also required.

 

Are you attending as a group, but not watching from your own computer?

Attendees do not need to participate from their own computer/device for the online trainings. Each attendee will be required to register and complete an evaluation to verify their participation. Prior to session start, a Group Leader will need to inform RCAC (registration@rcac.org) which attendees will view the sessions together. Following the training an evaluation is sent to the Group Lead who will be responsible for sharing it with each attendee in the group.
