This training session will provide an overview of the statutory and regulatory requirements pertaining to the Indian Housing Plan (IHP) and the Annual Performance Report (APR) along with guidance on organizing the process of developing an IHP. We will discuss and review the sources and methodology of gathering data to be used in the IHP as well as the importance of planning to ensure that the NHA remains sustainable in the future. The agenda will include a brief overview of the concepts and history of the Native American Housing & Self-Determination Act (NAHASDA) related to the IHP/APR and a review of the eligible program activities on which Indian Housing Block Grant (IHBG) funds can be used. The course will review the sections of the IHP/APR forms and how to use the information in the IHP/APR to monitor and assess program activities.

 

Trainer Bio:
Bill Nibbelink is the sole owner of Bill Nibbelink & Associates, a consulting firm specializing in the area of Indian housing management. Nibbelink has been actively involved in Indian Housing Management since 1980. He served as the Executive Director of the Flandreau Santee Sioux Housing Authority in Flandreau, SD for 15 years and currently serves as the Chairman of the Board of Commissioner. Before becoming involved with Indian Housing, Nibbelink worked as a Service Representative for Senator Tom Daschle of South Dakota. He provides on-site technical assistance and training for tribes and tribal housing authorities throughout the country regarding the implementation of the Native American Housing and Self-Determination Act of 1996 (NAHASDA) and the Uniform Administrative Guidance (2 CFR 200). He develops training courses and is a trainer for several firms and organizations related to Indian housing.
