Description:

This module will review the purpose and the basic requirements of the Safe Drinking Water Act, drinking water regulations, and the Utility Operator Certification Act. Describe the roles of the board and operator at a water system. We will review the different water system organization types in New Mexico and identify the applicable laws enabling their creation (e.g. Sanitary Projects Act for MDWCAs). Provide an overview of the laws and regulations applicable to water systems, including the Safe Drinking Water Act, water law, tax law, Governmental Conduct Act, Open Meetings Act, Inspection of Public Records Act, Audit Act, Department of Finance and Administration Local Government Division reporting requirements, and Procurement Code. Discuss the responsibilities of a water system board member (e.g. governing effectively, ensuring compliance with laws and regulations, ensuring proper operation and maintenance of water system, managing finances, planning). Emphasize the importance of governing documents like Articles of Incorporation, Bylaws, Rules and Regulations, and policies/procedures in governing a water system. Learn how to conduct a board meeting for a water system. Review proper meeting notice, agendas, minutes, and parliamentary procedures for small organizations.
