Description:

Idaho has a high proportion of very small water and wastewater utilities. Very small systems face unique challenges related to their small size and economy of scale. This training is designed to give small public and nonprofit councils and boards a venue to discuss and work through the unique challenges facing very small systems. Attendees will participate in group activities with peers to share common issues, experiences, and solutions they have been a part of. Operators, clerks, elected officials, board members, and others in the decision-making process for utilities are invited to attend.

 

This 6-hour course will focus on managerial and financial issues facing very small water systems in Idaho. Clerical staff, board members, and operators are all encouraged to attend. The morning session will focus on evaluating system needs and the clerk’s and board’s roles in meeting these needs. Attention will be given to laws governing public bodies while contrasting that to private nonprofit boards.

 

After lunch, the focus will move to the oversight function of board in reviewing financial statements. Activities will be built around interpreting financial statements and using the information to better manage utilities. The session will culminate with an overview of funding opportunities available to Idaho systems with discussion on the steps necessary to make a system ready for a capital project.

·        Idaho Open Meeting Law & Ethical considerations

·        Interpreting basic financial statements

·        Available sources of funding in Idaho
